RTA Aims to Halve Wait for Final Driving Test

DUBAI - Heavy fines and penalties for motorists not renewing their vehicle registration and a drastic cut in the waiting time for driving tests are among key goals of a new Roads and Transport Authority (RTA) strategic plan announced on Thursday.

The three-year objective of the RTA’s Licensing Agency also makes night driving tests mandatory for all licence seekers.

Announcing the 2009-2011 plan, ‘Safe Drivers, Safe Vehicles and World Class Customer Service’, Ahmed Bahrouzian, Chief Executive Officer of the Licensing Agency, said, “Previously, before the agency was formed, licence seekers had to wait for two to four months for their final road test. Now, we have managed to bring it down to a maximum of 30 days. The waiting time will be further reduced to 15 days in a few months.”

Driving institutes and licence seekers had complained about long delays for classes, caused by an insufficient number of examiner, and now the problem was being addressed, Bahrouzian said.

“We have increased the number of examiners from 60 to 105. Also the examiners are being provided with enough training according to the recently introduced module. This will ensure better training of the candidates,” he said.

The Licensing Agency would introduce as many as 40 new projects aimed at increasing customer satisfaction, streamlining vehicle registration and testing and installing state-of-the-art technology for the testing of heavy vehicles.

“Our customer service centres will see a lot of revamping and we will introduce many online services which will ensure that the customers don’t need to visit these centres at all. With regard to the inspection and testing of heavy vehicles, which are a cause of major road accidents, a new system will be in place which will ensure their regular inspections,” he said.

Bahrouzian said that with Dubai’s road fatality rate at 17 per 100,000 population — a high figure compared with cities such as London (5 per 100,000 population) — urgent action was needed to cut the road toll by ensuring driving licences were issued to only those fully qualified to drive.

“Though we want the passing rate to go up, we just cannot go on providing licences to everyone, considering the fact that the emirate does not have a satisfactory road safety record. People will only get a licence if they deserve it,” he said.

Presently, the Licensing Agency is conducting 50,000 driving tests per month and granting 12,000 licences every month.

Last year, a total of 150,000 driving licences were issued.
